What is Road Tax?

In India, road tax is a state-level tax levied by the Transport Department (RTO) under the Motor Vehicles Act. It is used by state and local governments to build, maintain, and upgrade the road infrastructure.

Because road tax is a state subject, the exact percentage and rules differ dramatically depending on which state your vehicle is registered in. If you move your vehicle permanently to a new state (beyond 11 months), you are legally required to pay the road tax of the new state and claim a pro-rata refund from the old state. Vahan 4.0 online services centralise all road tax payments under one portal — eliminating the need to visit the RTO for most transactions.

Private vs Commercial Tax Systems

The structure of how you pay road tax depends entirely on whether your vehicle has a White Plate (Private) or a Yellow Plate (Commercial/Transport).

Feature Private Vehicles (White Plate) Commercial Vehicles (Yellow Plate)
Payment Frequency Once for 15 Years (Lifetime Tax / LTT) Annually, Half-Yearly, or Quarterly
Tax Calculation Basis Ex-showroom Price & Engine CC Gross Vehicle Weight (GVW) & Seating Capacity
Grace Period None (Paid before registration) Usually 15 days from start of quarter

How is Road Tax Calculated?

For private cars, states usually calculate the Lifetime Tax (LTT) as a percentage of the vehicle's ex-showroom cost. For example, in many states:

  • Vehicles costing under ₹5 Lakh: ~4% to 6% of the cost.
  • Vehicles between ₹5 Lakh and ₹10 Lakh: ~8% to 10%.
  • Vehicles above ₹10 Lakh or ₹20 Lakh: ~12% to 18%.

Additionally, fully Electric Vehicles (EVs) are currently offered massive road tax exemptions (often 100% waiver) in states like Delhi, Maharashtra, and UP to promote green mobility.

Late Payment Penalties

Failure to pay road tax on time results in harsh penalties. If a commercial vehicle is caught operating with an expired tax receipt, the RTO has the authority to seize and impound the vehicle immediately.

Penalties usually accrue monthly. For example, some states charge a 5% to 10% penalty on the total tax amount for the first month of delay, escalating up to 50% or 100% of the tax amount if delayed beyond 3 to 6 months.

Frequently Asked Questions

1. Do I need to pay road tax again if I move to another state?
Yes. If you relocate permanently (meaning your vehicle will be used in the new state for more than 11 months), you must re-register the vehicle and pay the Lifetime Tax of the new state. You can then apply for a pro-rata tax refund from your original state's RTO.
2. Is road tax the same as toll tax?
No. Road Tax is a mandatory tax paid to the state government for general road infrastructure. Toll Tax (paid via FASTag) is a specific user-fee paid to the NHAI or a private contractor for using a specific highway or expressway.
3. What is Green Tax?
Green Tax is an additional environmental cess levied on old vehicles (usually commercial vehicles older than 8 years, and private vehicles older than 15 years) at the time of renewal, to discourage the use of polluting engines.
