What is an E-Challan?
An e-Challan is a digital traffic ticket issued by the Traffic Police or the Transport Department (RTO) in India for violations of the Motor Vehicles Act. It replaces the traditional paper receipt system. All challan records are linked to your vehicle registration on the Vahan 4.0 portal, India's centralised vehicle management system by MoRTH.
With the implementation of the Intelligent Traffic Management System (ITMS), CCTV cameras on major roads and highways automatically capture number plates using ANPR (Automatic Number Plate Recognition) technology and issue challans for over-speeding, red-light jumping, and no-helmet riding instantly via SMS.
How to Check E-Challan Status Online
You can check if there are any pending traffic fines on your vehicle entirely online. There are three ways to pull up your records on the official Parivahan portal:
- By Challan Number: If you received an SMS from the traffic police, enter the exact challan number provided in the message.
- By Vehicle Number: Enter your vehicle's registration number along with the last 5 digits of your Engine Number or Chassis Number.
- By Driving Licence (DL) Number: Enter your DL number to see challans mapped directly to your licence (e.g., drunk driving).
Common Traffic Violation Fine Rates
The Motor Vehicles (Amendment) Act significantly increased the penalty amounts for traffic violations to deter reckless driving. Here are the most common offenses and their exact fine amounts:
| Traffic Violation | Section of MV Act | Fine Amount (₹) |
|---|---|---|
| Driving Without Licence | Section 181 | ₹5,000 |
| Driving Without Insurance | Section 196 | ₹2,000 (1st Offense) |
| Riding Without Helmet | Section 194D | ₹1,000 + DL Disqualification for 3 months |
| Driving Without Seatbelt | Section 194B | ₹1,000 |
| Over-Speeding (LMV) | Section 183(1) | ₹1,000 - ₹2,000 |
| Drunk Driving | Section 185 | ₹10,000 and/or 6 months imprisonment |
| Using Mobile Phone while Driving | Section 184(c) | ₹1,000 to ₹5,000 |
How to Dispute a Wrong E-Challan
Because many challans are generated automatically by CCTV cameras via ANPR, errors can happen. A camera might misread a number plate (e.g., confusing a '0' with an 'O', or an '8' with a 'B'), resulting in a challan being sent to the wrong vehicle owner.
Steps to Grievance Redressal:
- Visit the Parivahan Grievance Portal (echallan.parivahan.gov.in/gsticket).
- Log in using your Mobile Number and OTP.
- Enter the Challan Number and select the issue type (e.g., "Wrong vehicle plate captured").
- Upload supporting proof (e.g., a photo of your vehicle showing it looks entirely different from the one in the CCTV evidence photo).
- Submit the ticket. The Traffic Police control room will manually verify the CCTV footage and cancel the challan if an error is found.
Settling Challans in Lok Adalat
If you have accumulated multiple high-value traffic challans, you can choose to settle them during a National Lok Adalat. Held periodically by the Legal Services Authority, Lok Adalats offer a platform for amicable settlement of pending cases.
During a Lok Adalat session, Magistrates have the discretionary power to reduce the total fine amount significantly (often by 50% or more), especially for compoundable offenses. You must book a token online when the Lok Adalat is announced in your state and appear before the bench virtually or physically.
