What is a Learning Licence?
A Learning Licence (LL) is a temporary, provisional licence issued by the RTO that allows you to learn how to drive a motor vehicle on public roads. It is the mandatory first step before you can apply for a permanent Driving Licence.
Crucial Rule: You are only allowed to drive a vehicle if there is an 'L' (in red color on a white background) prominently displayed on the front and rear of the vehicle. Additionally, you must be accompanied by someone holding a valid permanent driving licence.
An LL is strictly valid for 6 Months from the date of issue. You can apply for a permanent DL anytime after 30 days of getting your LL. The Learning Licence application is processed via Sarathi — the driving licence arm of India's parivahan Vahan services platform, which also manages all vehicle registration and RC services.

The legal age requirement to apply for a Learning Licence in India varies based on the type of vehicle you intend to drive:

The Faceless Application Process (Aadhaar e-KYC)
In the past, applying for an LL required a physical visit to the RTO. Now, almost all states offer a 100% Contactless (Faceless) process if your mobile number is linked to your Aadhaar card.
- Visit the Sarathi Parivahan portal and select "Apply for Learner Licence".
- Choose "Applicant holds Aadhaar Card" to opt for the faceless process.
- Enter your Aadhaar number to trigger an OTP to your linked mobile number.
- Your name, photo, date of birth, and address will be pulled instantly from the UIDAI database.
- Select the vehicle categories you want (e.g., LMV and MCWG) and pay the application fee online.
The Online Computer Test
If you use the Aadhaar Faceless method, you do not need to visit the RTO to give the road signs test. You can take the exam entirely from your laptop or mobile phone at home.
- Password: You will receive a password via SMS after paying your fees.
- Format: The test is objective (Multiple Choice Questions) based on road safety, traffic signs, and basic driving rules.
- Duration: Typically 10 minutes for 15 questions.
- Passing Score: You must answer at least 9 out of 15 questions correctly to pass (60%).
- Result: If you pass, you can instantly download your Learning Licence PDF. If you fail, you can re-apply for the test after 24 hours by paying a minor re-test fee.
Learning Licence Application Fees
The standard fee for a Learning Licence is generally ₹150 per vehicle class, plus a ₹50 test fee. For example:
- Applying for only Car (LMV): ₹150 + ₹50 = ₹200.
- Applying for Bike (MCWG) + Car (LMV): (₹150 x 2) + ₹50 = ₹350.
