The 15-Year Rule for Private Vehicles

In India, when you purchase a new private (non-commercial) vehicle, the initial Registration Certificate (RC) is valid for exactly 15 years from the date of registration. Once this period expires, it is completely illegal to drive the vehicle on public roads.

To continue using the vehicle legally, you must apply for Renewal of Registration at your local RTO. After the initial 15-year period, the RC must be renewed every 5 years. The entire process is managed through India's vehicle registration portal powered by Vahan 4.0 on parivahan.gov.in.

When Should You Apply?

You must apply for renewal not more than 60 days before the expiry date. If you fail to renew the RC before it expires, the Parivahan system automatically imposes heavy late penalties (e.g., ₹300/month for bikes, ₹500/month for cars).

Documents Required for RC Renewal

Before initiating the online renewal process, ensure you have the following documents ready. You will need to submit physical copies to the RTO inspector during the fitness test.

Fitness Tests & Green Tax

Renewing an old vehicle is not just an administrative paperwork process. Because older engines are significantly more polluting and prone to mechanical failures, the government enforces two strict checks:

  • Mandatory Fitness Test: You must physically present your vehicle at the RTO. A Motor Vehicle Inspector (MVI) will thoroughly check the structural integrity. If the vehicle is deemed unsafe, your renewal application will be rejected immediately.
  • Green Tax (Environmental Tax): To discourage the use of old, polluting vehicles, many states (like Maharashtra, Karnataka, etc.) impose a "Green Tax" on vehicles older than 15 years. This tax must be paid online along with the standard renewal fees.

Braking System Brake pads, discs, and handbrake efficiency are tested. No fluid leaks allowed.
Structural Integrity Chassis must not have heavy rust, illegal modifications (like extended wheelbases), or severe accident damage.
Tyres & Exhaust Tyres must have sufficient tread depth. The exhaust silencer must not be modified for loud noise.

How to Apply for RC Renewal Online

You can complete the application, upload documents, and pay the fees online via the Vahan portal before visiting the RTO:

Login to Vahan

Visit the official Vahan Parivahan citizen portal. Enter your Vehicle Registration Number and click "Proceed".

Select Renewal Option

Click on "Online Services" and select "Renewal of Registration". Verify your chassis number (last 5 digits) and authenticate via OTP.

Fill Form 25 Details

Review your current insurance details and fill out the required data points corresponding to Form 25 on the portal.

Pay Fees & Green Tax

Pay the calculated Renewal Fee, Green Tax (if applicable), and any outstanding traffic challans or late penalties via the secure payment gateway.

Book Fitness Appointment

Book a time slot for your vehicle's physical fitness inspection. Visit the RTO on the scheduled date with the vehicle and all physical documents.

RC Renewal Fees & Penalties

In 2022, the Ministry of Road Transport drastically increased the fees for renewing vehicles older than 15 years to encourage the scrapping of old vehicles. Below is the current fee structure:

Frequently Asked Questions

1. What happens if my vehicle fails the fitness test?
If the inspector finds critical issues with your vehicle, your application will be put on hold. You must repair the vehicle (e.g., fix a broken headlight or smoking exhaust) and reappear for the fitness test.
2. Is RC renewal mandatory if I am not driving the vehicle?
Yes. If you wish to keep the vehicle legally registered in your name, you must renew the RC. If you do not plan to drive it and want to avoid late fees, you must formally apply to cancel the registration or scrap the vehicle.
3. Can I renew an RC that expired 2 years ago?
Yes, but it will be very expensive. The Parivahan system will automatically calculate the late penalties for every month it has been expired. For a car expired for 24 months, the penalty alone would be ₹12,000, plus the ₹5,000 renewal fee and Green Tax.
4. Will I get a new RC number?
No, your vehicle registration number remains exactly the same. You will just be issued a new Smart Card with an updated expiry date (+5 years).
