What is an RTO NOC?
A No Objection Certificate (NOC) is a legal document issued by your regional RTO stating that there are no pending tax dues, traffic challans, or police cases against your vehicle. It is mandatory if you are moving your vehicle to another state for a period of more than 11 months.
Without an NOC from the parent RTO, the new state's RTO will completely refuse to register your vehicle, and you will not be able to pay road tax or transfer ownership in the new state. Required Documents & Form 28
To apply for an NOC, you need to submit multiple documents to prove your identity and the vehicle's clean record:
- Original Registration Certificate (RC)
- Valid Insurance Policy
- Valid PUCC (Pollution Certificate)
- Up-to-date Road Tax payment receipt
- Bank NOC: Required if the vehicle is under loan/hypothecation. The bank must issue a specific letter agreeing to the inter-state transfer.
Form 28 (NOC Application)
You must submit 3 filled copies of Form 28 to the RTO.
Police Clearance Certificate (NCRB)
Before the RTO issues the NOC, they require a Police Clearance Certificate to ensure the vehicle is not involved in any criminal cases or reported stolen.
In the past, you had to visit the local police station manually. Today, many RTOs are directly integrated with the National Crime Records Bureau (NCRB) portal. When you apply for the NOC on Vahan, the system automatically checks the NCRB database for a clean chit.
How to Apply for NOC Online (Vahan)
Clear Dues
Before applying, ensure all pending traffic challans are paid on the Parivahan e-Challan portal. The system will reject your NOC application if even ₹100 is pending.
Apply on Vahan
Log into the Vahan Citizen Services portal, enter your vehicle details, and select "Application for NOC". Enter the destination state and RTO code where you are moving.
Pay Fees & Book Appointment
Pay the minor NOC fee online. Print the pre-filled Form 28 and the fee receipt. Book an appointment date to visit the RTO.
RTO Visit
Submit the physical copies of your Form 28, RC, Bank NOC (if applicable), and chassis pencil print to the RTO inspector. The NOC will be issued within 15-30 days.
